Prezenta lege stabileste masurile necesare pentru protectia mediului si a sanatatii populatiei, prin prevenirea sau reducerea efectelor adverse determinate de generarea si gestionarea deseurilor si prin reducerea efectelor generale ale folosirii resurselor si cresterea eficientei folosirii acestora.
