OFFICIAL GAZETTE 892/30.12 – Emergency Ordinance no. 119/2010 issued on 23/12/2010 on the inspection system of the operations with dual-use products

The following operations with dual-use products are subject to the inspection system stipulated by this emergency ordinance in accordance with the Council Regulation:

• the export, on suspension or on permanently customs regime, including the transmission of software products or technology by electronic means, by fax, or by phone to individuals or partners outside the European Union;
• Community transfer;
• intermediation services;
• transit;
• technical assistance.

Dual-use products mean products, including software and technology which can be used for both civilian and military purposes and include all the products which can be used both for non-explosive purposes and for nuclear weapons or other nuclear explosive devices.
