Each contracting party undertakes to promote the simplification and harmonization of customs procedures and, for this purpose, to conform itself, as provided by this convention, to the standards, the transitional standards and the recommended practices stipulated in the convention’s annexes. However, each contracting party may grant greater facilities than those stipulated in the convention, and each contracting party is encouraged to provide such facilities to the greatest extent possible.
